Yes, the Embedded Engineer is "target agnostic". Since the starting and running of the Behavior is up to the user implementing it.
The first relationship is a ControlFlow showing the control flowing from one element to the next. The second relationship is the ObjectFlow showing the object value and where it is used. (ObjectFlow may even run in the oposite direction.) see:
